International cycles
For over sixty years, ENA has included students from all continents of the world, recruited with the assistance of French embassies. Over 3,650 students from abroad have received training at the school.
The school offers a variety of programs for foreign students – including young people still pursuing their studies and both young and more experienced members of their country’s civil service. One of the founding principles of these international cycles is to stimulate the sharing of points of view and experience, by alternating classroom work and on-the-job experience (stages).
It offers
- Short term trainings
1 to 4 weeks cycles of intensive work on specialized themes held mainly in Paris
- Long term trainings
Lasting 14 months, open to junior civil servants or public agents.
The CIL may be open to future civil servants after dispensation.
This course leading to ENA International Diploma in Public Administration can be completed with one of the three high-level professional Masters programs :
Masters du CIL
La formation est sanctionnée par un Diplôme international d’administration publique avec la mention "Cycle international long". Elle peut être complétée, en parallèle, par l'un des trois masters proposés par l'ENA.
- Le Cycle International de perfectionnement
Lasting 8 months, open to senior civil servants.
This course leading to ENA International Diploma in Public Administration can be completed with a Masters programme in one of two special areas: "Public Administration and international affairs" or "Public Specialised Administration" organised in partnership with University Paris 1 Panthéon-Sorbonne, and the University of Strasbourg.
- IRA International Course (CiIRA)
Lasting 8 months, open to junior and senior civil servants.
IRA course also provides foreign civil servants with the opportunity to prepare, in addition to their IRA diploma, a Masters programme.

European Master’s degree in Governance and Administration (MEGA)
En partenariat avec l'Université Paris 1 Pantheon-Sorbonne et l'Université de Postdam (Allemagne)
Le MEGA a pour but de former aux méthodes de gouvernance moderne dans le cadre de la coopération européenne et internationale. Il contribue à la constitution d’un réseau européen de jeunes cadres motivés et bien formés sur ces questions.

Cycle des Hautes Etudes Européennes
Destiné à un public varié (hauts fonctionnaires, élus, cadres d’entreprise…) issu de l’Union européenne et des pays tiers, d'une durée de dix mois permettant le maintien d’une activité professionnelle.
